Fontys zette in januari de werving van buitenlandse studenten – in reactie op een oproep van minister Dijkgraaf – tijdelijk helemaal stop. Ook de werving in tekortsectoren ging on hold, terwijl de minister ruimte bood om voor deze sectoren een uitzondering te maken. Per 1 april gaat Fontys deze ruimte nu toch benutten; we hervatten de werving voor Engelstalige opleidingen in de tekortsectoren zorg en bètatechniek.

Begin januari gaf Fontys gehoor aan de oproep van minister Dijkgraaf (OCW) om per direct internationale wervingsactiviteiten stop te zetten. In een open brief aan de minister gaf bestuursvoorzitter Joep Houterman aan dat Fontys de actieve werving van buitenlandse studenten tijdelijk helemaal had stopgezet, dus ook in de zogenoemde tekortsectoren (sectoren die kampen met een groot tekort aan werknemers). Fontys deed dat in afwachting van structurele maatregelen van de minister. Die laatste zou immers op korte termijn – in februari, zo was de planning – met een vervolgbrief aan de Tweede Kamer duidelijkheid verschaffen.
Ruimte
Nu deze deadline al enige tijd overschreden is en het er niet naar uitziet dat de brief op korte termijn verstuurd wordt, heeft Fontys besloten om de ruimte die de minister destijds al bood voor de tekortsectoren, per 1 april weer te gaan benutten. Die ruimte werd in december als volgt omschreven: ‘Uitsluitend met toestemming en onder verantwoordelijkheid van het College van Bestuur overgaan tot zeer beperkte en gerichte werving voor specifieke opleidingen die zich richten op (regionale) tekortsectoren in de zorg, de bètatechniek en het onderwijs’.
Het college van bestuur van Fontys heeft dit besloten om de betreffende sectoren hiermee tegemoet te komen. Werkgevers in de tekortsectoren in onze regio’s hebben – zo blijkt steeds opnieuw – grote behoefte aan talentvolle afgestudeerden van Fontys.
Maatregelen
Concreet betekent dit dat Fontys per 1 april de actieve internationale werving voor 15 Engelstalige opleidingen in de zorg en bètatechniek weer oppakt (werving door agenten in het buitenland, campagnes, beurzen, advertenties en studiekeuzeportals). Het gaat hierbij nadrukkelijk om werving voor ad-, bachelor- en masteropleidingen; internationale uitwisseling is buiten beschouwing gelaten. Natuurlijk blijven wij potentiële studenten erop wijzen dat ze alleen maar komen als ze woonruimte hebben gevonden.
Voor de volledigheid: Fontys handhaaft de stop op de actieve werving voor niet-tekortsectoren tot de brief van de minister is verschenen en duidelijk is welke consequenties die brief heeft voor het hoger onderwijs.

In response to an appeal by Minister Dijkgraaf of Education, Culture and Science, Fontys temporarily stopped recruiting international students altogether in January. Recruitment in shortage sectors was also put on hold, even though the Minister offered scope to make an exception for these sectors. As of 1 April, Fontys will now use this scope anyway: we are resuming recruitment for English-taught study programmes in the healthcare and STEM shortage sectors.
In early January, Fontys answered the call by Minister Dijkgraaf of Education, Culture and Science to stop international recruitment activities with immediate effect. In an open letter to the Minister, Chairman of the Board Joep Houterman indicated that Fontys had temporarily stopped the active recruitment of international students altogether, including in the so-called shortage sectors (sectors facing a significant shortage of workers). Fontys did so in anticipation of structural measures from the Minister. The Minister was to provide clarity in the near future – in February, it said – with a follow-up letter to the House of Representatives.
Scope
Now that this deadline has been missed for some time and it does not look like the letter will be sent any time soon, Fontys has decided to start using the scope offered by the Minister at the time for the shortage sectors again as of 1 April. In December, that scope was described as follows: ‘To proceed – only with permission from and under the responsibility of the Executive Board – minimal and targeted recruitment for specific study programmes targeting (regional) shortage sectors in healthcare, STEM and education’. The Fontys Executive Board decided to do so in order to meet the relevant sectors halfway. Employers in the shortage sectors in our regions are in great need of talented Fontys graduates – as is shown time and again.
Measures
Precisely, as of 1 April, Fontys is resuming active international recruitment for 15 English-taught study programmes in healthcare and STEM (active recruitment by agents abroad, campaigns, fairs, advertisements and study choice portals). This explicitly refers to recruitment for bachelor’s and master’s programmes; international exchange is excluded. Of course, we will continue to actively inform prospective students to only travel to the Netherlands if they can secure suitable accommodation by the start of the academic year.
For completeness, Fontys is maintaining the stop on active recruitment for non-shortage sectors until the Minister’s letter is published and the consequences for higher education are clear.
