Meanwhile, the war in Ukraine is entering its fourth week. Every day we are bombarded with gripping reports from Ukrainian cities. In these images – and increasingly in real life, in the Netherlands – we see large numbers of people fleeing the violence. It is a horror for everyone, this wave of brutal violence. But most of all of course for the Ukrainians themselves, whether they have remained in their own country or have left their homes.
Many problems for students from the eastern region
At Fontys a group of students from Ukraine is studying. Our community also has a number of young people from Russia and Belarus. These students experience all kinds of practical and mental problems. We do not leave our students out in the cold. Within the institute, at the level of their study program, at the level of Fontys, the Association of Universities of Applied Sciences and the Ministry of Education, Culture and Science solutions are being sought to deal with the situation that has arisen. Finding the right solutions takes time.
Ukraine Coordination Team
The problems of these students are numerous, as mentioned above. As a non-EU student you need a permit to work in the Netherlands and to earn money to live on. Without a permit and financial means, students fear that they will no longer be able to pay for their studies and will therefore be sent back to their home country. In order to offer a solution for acute financial needs, Fontys offers help in the form of a loan through the Emergency Fund Ukraine. This is a temporary solution for this academic year. Students from the three countries mentioned can apply to their study programme if they are in acute financial difficulties due to the violence situation. For the next academic year we will look again at the situation and what will be necessary and possible at that time.
In addition to financial concerns, there are also concerns about the situation in their home country. This leads to psychological problems, fear, anger and sadness: the impact on these mostly young people is logically very large.
We also see that the students have questions about the new registration for the coming academic year, the extension of their visa, or about possibilities to work here. For all these questions our services have set up a Ukraine Coordination Team (OCT). This team works closely with the programs that have students from these countries. The students can contact their institute and Fontys Helps for practical matters.
Study opportunities for Ukrainian refugees
Due to the war, more and more Ukrainian refugees are finding a safe place in the Netherlands. Among these refugees are many children and young people. Offering education can be very helpful in limiting the damage that this group of young people incurs due to the war in their homeland. It is heartwarming that many teachers have indicated that they would like to do something for this target group.
Together with the government and the Association of Universities of Applied Sciences, we are trying to find out what is needed to offer educational activities at the college level for young refugee Ukrainians (aged 17-25). Another aspect we are looking at is whether and how Ukrainian students who have had to interrupt their studies in their own country can resume them in the Netherlands and possibly still be able to enrol this academic year. We hope to have an overview of the possibilities soon.

Inmiddels gaat de oorlog in Oekraïne alweer z’n vierde week in. Iedere dag opnieuw worden we bestookt met aangrijpende reportages uit Oekraïense steden. Op deze beelden – en ook steeds vaker in het echt, in Nederland – zien we grote aantallen mensen die op de vlucht zijn voor het geweld. Het is voor iedereen een verschrikking, deze golf van bruut geweld. Maar het meest van al natuurlijk voor de Oekraïners zelf, of ze nu in hun eigen land zijn gebleven of inmiddels huis en haard verlaten hebben.
Veel problemen voor studenten uit oostelijke regio
Bij Fontys studeert een groep studenten uit Oekraïne. Ook telt onze gemeenschap een aantal jonge mensen uit Rusland en Belarus. Deze studenten ervaren allerlei praktische en mentale problemen. We laten onze studenten niet in de kou staan. Binnen het instituut, bij hun opleiding, op het niveau van Fontys, de Vereniging Hogescholen en het ministerie van OCW wordt gezocht naar oplossingen om de ontstane situatie het hoofd te bieden. Het vinden van de juiste oplossingen kost tijd.
Oekraïne Coördinatie Team
De problemen van deze studenten zijn zoals gezegd legio. Als niet-EU student heb je een vergunning nodig om in Nederland te mogen werken en geld te verdienen om van te leven. Zonder vergunning en financiële middelen ontstaat bij de studenten de vrees dat zij hun studie niet meer kunnen betalen en daardoor teruggestuurd worden naar hun vaderland. Om een oplossing te bieden voor acute financiële nood, biedt Fontys hulp in de vorm van een lening via het Noodfonds situatie Oekraïne. Dit is een tijdelijke oplossing voor dit studiejaar. Studenten uit de drie genoemde landen kunnen zich melden bij hun opleiding als ze in acute financiële problemen zijn vanwege de geweldssituatie. Voor het volgende studiejaar kijken we opnieuw naar de situatie en naar wat er dan nodig en mogelijk is. Naast de financiële zorgen zijn er ook zorgen over de situatie in hun vaderland. Dit leidt tot psychische problemen, angst, woede en verdriet: de impact op deze veelal jonge mensen is logischerwijs heel groot.
We zien ook dat de studenten vragen hebben over de nieuwe inschrijving voor komend studiejaar, het verlengen van hun visum, of over mogelijkheden om hier te werken. Voor al deze vragen is door onze diensten een Oekraïne Coördinatie Team (OCT) ingericht. Dit team werkt intensief samen met de opleidingen die studenten hebben uit de genoemde landen. De studenten kunnen voor praktische zaken terecht bij hun instituut en bij Fontys Helps.
Studiemogelijkheden voor Oekraïense vluchtelingen
Door de oorlog vinden inmiddels steeds meer Oekraïense vluchtelingen een veilige plek in Nederland. Onder deze vluchtelingen zijn veel kinderen en jongeren. Het bieden van onderwijs kan heel helpend zijn in het beperken van de schade die deze groep jongeren oploopt door de oorlog in hun vaderland. Het is hartverwarmend dat veel docenten laten weten graag iets voor deze doelgroep te willen betekenen.
Samen met de overheid en de Vereniging Hogescholen proberen we te onderzoeken wat nodig is om onderwijsactiviteiten op hbo-niveau aan te bieden voor jonge gevluchte Oekraïners (17-25 jaar). Een ander aspect waar we naar kijken is of en hoe Oekraïense studenten die hun studie in hun eigen land hebben moeten onderbreken, deze in Nederland kunnen hervatten en eventueel dit studiejaar nog kunnen instromen. We hopen snel zicht te hebben op de mogelijkheden.
